Creatures can only become a vampire by having all of their blood drained by a vampire and then receiving a quantity of the vampire's blood, whether on accident by biting the vampire, or by the vampire's willfully giving it. Just a bite, or a bite with some sucking, or biting and then sucking the other dry, will not turn them. In fact, if you suck another creature completely dry, they will turn to dust. Bodies are only left if you leave a little blood in the creature you are suckling from.
